By prefectoral decree of December 29, 2021 the prefect of the Pyrénées Orientales decided that the wearing of a protective mask was mandatory for all persons aged eleven years or older in the agglomerated parts of the communes of the department until Monday, January 31, 2022 inclusive.

The wearing of protective masks is mandatory for all persons aged 11 years and over in the built-up parts of the department’s municipalities from December 29 to January 31, 2022 inclusive.By prefectural decree of December 29, 2021 the prefect of the Pyrénées Orientales decided that the wearing of a protective mask was mandatory for all persons aged eleven years or older in the agglomerated parts of the department’s municipalities until Monday, January 31, 2022 inclusive.
The obligation to wear a mask provided for in this decree does not apply:
– to the persons in situation of handicap provided with a medical certificate justifying this exemption and which implement the sanitary measures known as barriers;
– to activities that are clearly not compatible with this rule (exercise of a physical and sports activity, catering, consumption of drinks).
The wearing of a mask is also mandatory for any person aged eleven years in places and / or during activities for which access is subject to the presentation of the health pass pursuant to the provisions of Article 47-1-V of the decree of June 1 above.

Yes, the access to Spain is authorized. You will have to go through Cerbère because the Banyuls pass is still closed to traffic by prefectural decree. This is not a decision of the municipality, so we unfortunately do not know when it will reopen.
- In which places is the "activity" health pass mandatory?

The “health pass activities” is required since July 21 to access places of recreation and culture gathering more than 50 people. Any person over 18 years of age and older must thus present proof of a complete vaccination to access the following places and events (Decree No. 2021-955 of July 19, 2021):
- audition, conference, projection, meeting rooms;
- tents, tents and structures;
- concert and performance halls;
- theaters;
- festivals (seated and standing);
- enclosed and covered sporting events;
- outdoor facilities (sports fields, stadiums, swimming pools…);
- game rooms, escape-games, casinos;
- places of worship when they host cultural activities (concerts, shows);
- fairs and exhibitions;
- zoological parks, amusement parks and circuses;
- museums and temporary exhibition halls;
- libraries and documentation centers (except university libraries and specialized libraries, the National Library of France and the Public Information Library excluding exhibition spaces);
- cultural events organized in institutions of higher education;
- the fairs with more than 30 stands or attractions;
- any event, cultural, sporting, recreational or festive, organized in the public space and likely to give rise to a control of access of persons;
- ships and cruise ships with accommodation;
- discotheques, clubs and dance bars, regardless of the number of customers welcomed in the establishment.
From August 9, the 50-person gauge is removed and the health pass is required for adults in:
- cafes, bars and restaurants, whether indoor or outdoor;
- the professional seminars with a threshold of 50 people;
- department stores and shopping malls over 20,000 m2 (by decision of the prefect because of its health conditions). The control will be done at the entrance of the shopping center, and not at the level of each sign in the center;
- hospitals, retirement homes, medico-social establishments for accompanying persons, visitors and patients received for scheduled care. It is not required in medico-social establishments and services for children, or autonomous residences. The pass cannot be requested in case of medical emergency;
- airplanes (domestic flights), trains (TGV, Intercités, night trains) and interregional buses not covered by a convention for long-distance trips. Other modes of transport, including public transport, are excluded from the application of the pass.
The pass will only be mandatory for teenagers aged 12 to 17 as of September 30, 2021.
- Extension of the health pass: where and when?

Extension of the health pass to several places receiving the public:
July 21, 2021: all places of leisure and culture gathering more than 50 people (theaters, amusement parks, concert halls, festivals, sports venues, cinemas …) ;
August 9, 2021: cafes, bars and restaurants (both inside and outside the establishment), shopping centers, hospitals, nursing homes, medical-social institutions, travel by airplane, train and bus for long-distance trips.To take into account the specific situation of certain categories of people, the obligation of the “health pass” is postponed to August 30 for :
- young people aged 12 to 17. The reason for this is that since vaccination was not opened, for this age category, until June, millions of young people would have been forced to undergo repeated testing for all their summer activities, starting on July 21. This arrangement will allow, by August 30, 12-17 year olds to be vaccinated.
- employees of places and establishments receiving the public. The reason is that for these employees, not yet having received two doses of vaccine should be tested almost every day to go to work. Precision: their 1st injection will have to be realized at the latest on August 1st. Beware, the “health pass” is still required for customers who will frequent these places on the dates of July 21 and August 1, 2021.
